I read somewhere recently that both actually means the same thing and also read somewhere else that one is oral and one is written. What’s the difference between both?

Is this possible? Also are there sign languages in other foreign languages and not English?

I’d like an explanation,i’ve never really understood why?, does it mean the same thing?and are there other names for other languages?
